A Pardon for Billy

Billy Taing came to America as a refugee from the Khmer Rouge when he was a young child. Like many other refugee children he fell in with the wrong crowd and ended up committing a crime resulting in decades of incarceration. After being released on parole due to his outstanding behavior, he now finds himself facing deportation to Cambodia - a place he doesn’t even know.

With support from the ARC and Api-Rise, this video was part of an application for Billy to receive a Governor’s pardon so he would no longer be under deportation proceedings. A couple months after the submission, Billy was granted a pardon by Governor Brown. He is now training to be an electrician.
